Internal Temperature Chart: USDA Minimums and Pull Temperatures
There are two internal temperatures for almost every piece of meat, and confusing them is the single most common error in barbecue. The USDA safe minimum internal temperature is a food-safety floor: below it, pathogens may survive, and it is not a matter of preference. The pull temperature is a texture target: the point at which the cut eats best. On a brisket those two numbers are 60 degrees apart at the widest. On a chicken they are the same number, which is precisely why poultry gives you no margin.

Why is the pull temperature so much higher than the safe temperature?
Collagen is the answer. Hard-working muscles such as brisket, shoulder, chuck, cheek and shank are laced with connective tissue that is unpleasantly tough at any temperature a steak would be cooked to. That collagen only begins converting to gelatin around 160°F, and the conversion is slow, so the meat has to be held high for hours. By the time it is tender at 203°F it has been microbiologically safe for most of the cook.
That is the whole explanation for why barbecue takes so long. It is not a safety margin, it is a chemistry timer. A pork butt reaches 145°F in a small fraction of its total cook and then spends the rest of the day converting tissue. Pull it at 145°F and you have a safe roast you cannot chew.
The reverse case matters just as much. Lean cuts have almost no collagen to render, so there is nothing to gain from extra heat and everything to lose. Pork loin, turkey breast, chicken breast and tri-tip all have a pull temperature at or barely above the safety floor, and every degree past it is moisture leaving.

Which cuts are pulled below the USDA safe minimum, and what does that mean?
7 of the 47 cuts in this chart carry a conventional pull temperature that sits below the USDA safe minimum for that food. They are the steak-style cuts: prime rib, tri-tip, top round, reverse-seared ribeye, leg of lamb, rack of lamb and venison. This is a real and widely practised way of cooking, and it is also a personal risk decision rather than a recommendation.
The reasoning people apply is that whole muscle cuts carry bacteria on the surface rather than through the interior, and the surface reaches a lethal temperature during searing. That is why ground meat has a higher minimum of 160°F: grinding distributes surface bacteria through the entire mass. The logic does not extend to injected, blade tenderised or mechanically processed cuts, where the interior has been contaminated by the process itself and the meat must be treated like ground meat.
If you are cooking for anyone pregnant, very young, elderly or immunocompromised, cook to 145°F with a 3 minute rest and do not offer them the choice. The doneness temperature chart covers the bands and the carryover arithmetic in full.

What is the 40 to 140 danger zone and how does the 4 hour rule work?
The danger zone is the temperature band in which bacteria multiply fastest: 40°F to 140°F. The rule is that food must not accumulate more than 4 hours inside that band across its entire life. It is cumulative, which is the part people miss. Time thawing on a counter, time sitting out while you trim, time in a cooler on the way to a cookout and time on a serving table all count against the same budget as the cook itself.
Above 90°F ambient, the budget halves to 2 hours. A summer cookout where the food is set out at midday is exactly the scenario that rule exists for.
In practice, smoking a large cut at 225°F or higher moves it out of the zone comfortably inside four hours as long as it went in cold from a refrigerator and the cooker was already up to temperature. The failure cases are predictable: a huge turkey at too low a temperature, a stuffed bird whose cavity heats last, a cut that sat out for two hours before it went on, or a cooker that lost its fire overnight. If the fire went out and you do not know for how long, throw the food away. There is no test you can perform at home that makes that call safely.

How do you calibrate a thermometer, and why does it matter here?
Every safety claim on this page assumes your instrument is telling the truth. Thermometers drift, and a probe that has spent a season in grease and 250°F air drifts more. There are exactly two reference temperatures a home cook can produce reliably, and both are free.

The ice bath is the better test because it works at any elevation and because it sits near the bottom of the range that matters for food safety. Run it before a big cook, not after. If your thermometer is out and has no calibration function, replace it. A cheap instrument that reads true beats an expensive one that is five degrees optimistic on poultry.
Placement matters as much as calibration. Probe the thickest part of the muscle, away from bone and away from fat seams, both of which read high. Take a second reading in a different spot before you commit, and on a whole bird check thigh and breast separately because they will never be the same number.
